New Delhi: The Defence Research and Development Organisation (DRDO) and Rashtriya Raksha University (RRU) on December 22, 2025, signed a Memorandum of Understanding (MoU) to deepen collaboration in research, education, training, and technology support for defence and internal security, marking a significant step towards strengthening India’s self-reliance in critical security technologies.
The MoU was signed at South Block here in the presence of Defence Minister Rajnath Singh. The agreement was inked by DRDO Distinguished Scientist and Director General (Production Coordination and Services Interaction) Dr Chandrika Kaushik and RRU Vice Chancellor Prof (Dr) Bimal N. Patel.
DRDO Chairman and Department of Defence Research and Development Secretary, Dr Samir V. Kamat, was also present at the ceremony.
The partnership aligns with the government’s Aatmanirbhar Bharat (Self-Reliant India) vision and the “whole-of-nation” approach during Amrit Kaal (Golden Era), aimed at enhancing India’s strategic autonomy in defence and internal security.
Officials said the MoU reflects a shared commitment to integrating advanced technology, academic knowledge, and operational insights to improve national security preparedness.
Under the agreement, DRDO and RRU will undertake joint research projects, doctoral programmes, fellowships, specialised training, and capacity-building initiatives for the Armed Forces and internal security agencies.
The collaboration will also focus on analysing emerging operational challenges, identifying technology gaps, forecasting future security requirements, and supporting the life-cycle management of DRDO-developed systems inducted into the Central Armed Police Forces and other agencies under the Ministry of Home Affairs.
RRU, an institution of national importance under the Ministry of Home Affairs and the UGC-designated Nodal Centre for Defence Studies, brings strong academic, training, and policy expertise in internal security.
DRDO, India’s premier defence R&D organisation, contributes cutting-edge indigenous technologies and system-level capabilities developed for the Armed Forces and security agencies.
The MoU is expected to bridge academia and applied defence research, accelerate innovation, and enhance India’s capacity to address evolving internal and external security challenges through indigenously developed solutions.
