India, Germany Condemn Terror Attacks; Step Up Counter-Terror Cooperation at 10th Joint Working Group Meet

New Delhi: India and Germany have intensified their counter-terror partnership after both nations unequivocally condemned recent terror attacks in India and pledged deeper cooperation across global security frameworks.

The renewed commitment came during the 10th meeting of the India-Germany Joint Working Group on Counter Terrorism, held in New Delhi on November 27, 2025, the two nations said in a joint statement on November 28, 2025.

At the talks, co-chaired by India’s Ministry of External Affairs Joint Secretary (Counter Terrorism) Dr. Vinod Bahade and Germany’s Directorate-General for International Order, United Nations and Arms Control Director Konrad Arz von Straussenburg, both sides strongly denounced the April 22, 2025, terror attack in Pahalgam, Jammu and Kashmir.

They also condemned the November 10, 2025, attack near Delhi’s Red Fort, which resulted in the death of innocent civilians, underscoring the urgent need for global action against terrorism “in all its forms and manifestations,” including cross-border terror.

The meeting opened with an exchange of threat assessments covering South Asia, Europe and other regions, followed by detailed discussions on counter-terror strategies.

India and Germany highlighted the growing danger of online radicalization, the misuse of emerging technologies such as encrypted platforms and drones by terror groups, and the persistent challenge of terror financing.

Both sides reviewed mechanisms to enhance capacity building, deepen judicial cooperation, and strengthen exchanges on the designation of terrorists and terror entities.

Reaffirming their shared commitment to multilateral security, India and Germany agreed to work closely in platforms such as the United Nations, the Global Counter Terrorism Forum, the Financial Action Task Force (FATF) and the No Money for Terror Ministerial Conference.

The two nations also identified new areas for collaboration to counter evolving terror threats more effectively, the joint statement said.

Both sides agreed that the next meeting of the Joint Working Group will be hosted by Germany at a mutually convenient date, signalling continuity in their growing counter-terrorism partnership.
