Red Fort Terror Blast: Modi Leads Emergency Security Meet as Cabinet Declares ‘Zero Tolerance’ War on Terror After Delhi Blast

New Delhi: India’s top leadership moved swiftly in the wake of the Red Fort car blast that rocked the national capital on Nov. 10, 2025, killing at least twelve people and injuring several others.

The Union Cabinet, chaired by Prime Minister Narendra Modi, on Nov.12, 2025, formally condemned the attack, describing it as a “heinous terrorist incident perpetrated by anti-national forces.”

The Cabinet meeting began with two minutes of silence in memory of the victims. Later, a detailed Cabinet Resolution was adopted reaffirming India’s “zero-tolerance policy toward terrorism in all its forms and manifestations.”

The resolution paid solemn tribute to the victims, offered condolences to their families, and commended the swift response of Delhi Police, emergency services, and citizens who acted with courage amid chaos.

Union Minister Ashwini Vaishnaw, briefing the media after the meeting, said the Cabinet “unequivocally condemns this dastardly and cowardly act that has led to the loss of innocent lives.”

He added that “the investigation will be pursued with utmost urgency and professionalism so that the perpetrators, their collaborators, and their sponsors are identified and brought to justice without delay.”

The Prime Minister also chaired a high-level meeting of the Cabinet Committee on Security (CCS) earlier in the day to review the situation, assess intelligence inputs, and direct immediate counter-terror measures.

Senior ministers, including Defence Minister Rajnath Singh, Home Minister Amit Shah, External Affairs Minister S. Jaishankar, and Finance Minister Nirmala Sitharaman, attended the CCS meeting.

According to government sources, the CCS discussed preliminary findings pointing to a Jaish-e-Mohammad (JeM) module, recently unearthed by security agencies, as the likely hand behind the blast.

The National Investigation Agency (NIA) has since formed a dedicated special team headed by officers of superintendent rank and above to conduct a coordinated probe across multiple states.

Before the CCS meet, Prime Minister Modi visited Delhi’s Lok Nayak Jai Prakash Narayan (LNJP) Hospital to meet those injured in the explosion, which occurred near the Lal Quila Metro Station, just a few hundred metres from the iconic Mughal-era monument.

Fresh from his two-day visit to Bhutan, the Prime Minister drove straight to the hospital from the airport, personally interacting with the victims and reviewing their medical condition with senior doctors.

The forensic investigation has revealed that the explosion originated from a Hyundai i20 car packed with a high-intensity improvised explosive device (IED).

Early medical reports suggest the victims suffered massive blast injuries, including lung rupture, skull fractures, and internal bleeding. No shrapnel traces have been found, indicating the use of a pressure-based explosive rather than a conventional fragmentation device.

The Cabinet statement recorded its appreciation for messages of solidarity from several foreign governments and reaffirmed that India’s resolve to safeguard its citizens and protect national security remains unshaken.

“Those behind this cowardly act will face the full might of the Indian state,” a senior government official said after the meeting.

As Delhi tightens security and intelligence agencies race to uncover the terror network behind the strike, the Red Fort blast has once again reminded India that terrorism continues to lurk close to home, and that its fight against it must remain relentless.
